TERMS OF REFERENCE FOR PROPERTY VALUATION AND SURVEYING SERVICES.

Background

The United Nations Staff Cooperative Savings and Credit Society Limited (UNS-SACCO) registered under the Co‐operative Societies Act 2004 (No. 9020/RCS) was established in 2009.  The objective of the SACCO is to provide its registered members access to affordable and manageable credit facilities. Over the years of its existence, the UNS-SACCO has grown in membership, operations and financial base.  The growth of the SACCO is geared to its vision of becoming a leading SACCO promoting member prosperity for generations.

The affairs of the SACCO are directed by the Executive Committee (Board) provided for in the By‐laws and overseen by the Supervisory Committee that reports to the Annual General Meeting (AGM).

The UNS SACCO Membership comprises of UN Staff, their spouses and children.

The Board approved the introduction of collateral as a key requirement for borrowing. Therefore, UNS-SACCO requires the professional services of a valuation and surveying firm to derive comfort in collateral before it extends a loan to any of her members.

Objective and Key Functions

To provide property valuation and surveying services to UNS-SACCO.

Deliverables:

Professional Valuation and survey of real estate proposed to be pledged as security.

Opening of boundaries of all real estate valued totally with the size of property reflected on the certificate of title and ascertain authenticity of any title presented to UNS-SACCO.

Ensuring that the property;

  1. Is not located within 400 meters of any airport or proposed new railway line.
  2. Is not adversely listed in any public report.
  3. Does not fall under wetlands.
  4. No evidence to suggest that it was once set aside for road reserve.

Rendering a comprehensive report in accordance with institution of surveyors of Uganda (ISU) and Surveyors Registration Board (SRB) Appraisal and valuation standards.

Confirmation of proprietorship and legal status through conducting title search at the lands registry.

Valuation of plant, machinery, furniture and equipment.

Required Competencies:

The selected firm should display the following set of required functional competencies:

  • Membership in a surveying and valuation governing body – Practicing licence and certificates
  • Diversified working experience in the field of property valuation and surveying.
  • Experience of five years or more in handling valuation of property.
  • Recommendations from clients preferably financial institutions.


The firm should also display the following set of required core values:

  • Values: Integrity/Commitment to mandate, Knowledge sharing/Continuous learning from the board and SACCO management, valuing diversity of ideas.
  • Managing Relationships:  Communicating information and ideas while taking objectively the feedback from Management of the SACCO and Board.
  • Personal Leadership and Effectiveness: Strategic and analytical thinking, Results orientation/Commitment to excellence, appropriate, self-guided, working with minimal supervision and transparent decision making.

Duration and Timeline

The Contract will run for a period as will be agreed upon by both parties. The Parties may agree to extend the Contract under such terms and conditions as will guarantee successful completion of the assignment.
